I think it says that the proportion of ILI visits is >20% above the mean level of ILI, which is different than >20% of visits.

also, why should the national average go so much

This is all about Delaware and Tamiflu resistance. Region III has gone up 2 weeks in a row.

No error. DE had more H274Y than any state BEFORE they sent in extra samples (and DE's population size has ALWAYS been among the lowest in the country).

Reality check. When DE had 4 reported H274Y cases, the rest of the UNITED STATES had 3

viewtopic.php?f=5&t=6994&start=3

The error is your failure to understand the H274Y situation (which originated in Thailand, recombination central).

I expect that the whole increase in week 19 will vanish
