English libel law is becoming a global disgrace
Jonathan Heawood, Director of English PEN:

Our libel laws allow people accused of funding terrorism or dumping toxic waste in Africa to silence their critics whilst ‘super-injunctions’ stop the public from even knowing that such allegations exist. We need to reform our libel laws now, and that’s why we’re launching a national campaign to persuade our politicians to do so.

If we don't act we're at risk of becoming a global pariah. There are US States who view English libel law as so damaging to free speech they have passed laws to effectively block the decisions of English judges. Our report is an important milestone in modernising our antiquated and chilling approach to free expression.

Libel laws are not just a Fleet Street issue. We have heard from scientists, campaigners, writers, academics and patients that their discussions and publications are being shut down by the threat of libel action. To Index on Censorship and English PEN it has become increasingly clear that English libel law and the use of ‘super-injunctions’ are having a profoundly negative impact on freedom of expression, both in the UK and abroad. Writers such as Simon Singh, and respected current affairs programme Newsnight, have found themselves facing defamation suits, whilst human rights campaigners are often forced to edit and retract articles in the face of potential libel action.

We need to persuade politicians from all the political parties to commit to reform of our unjust libel laws.

Last week the situation on the incidence of influenza and acute respiratory infections in Ukraine regions remained stable.

For 49 weeks in August 2010 in the control cities morbidity of influenza and ARI below the epidemic threshold. Only in Vinnitsa in Lviv observed a slight excess epidporohu by 24,5% to 21,1% respectively.

In most areas of morbidity are below the epidemic threshold.

However, in Zhitomir, Poltava and Sumy regions observed exceeded the epidemic threshold in more than 1,5. introduced into these regions of influenza treatment.

The slight excess of epidemic thresholds recorded in Vinnytsia, Dnipropetrovsk, Ivano-Frankivsk, Kirovohrad, Rivne, Khmelnytsky and Cherkassy regions.

Weekly incidence rate registered slightly increased, as last week, at 17,3%.

Among the child population registered 50 794 cases of influenza and ARI (67.02% among all patients), growth of 14.8%. As for 48 weeks, often sick children 4.1 years - 30,4% and 5-9 years (28,3%).

Total in Ukraine against influenza vaccinated 457 million people. Scheplyuvalna campaign continues.

We expect a gradual rise of incidence of influenza and ARI in all areas of Ukraine.

DU Ukrainian Centre for influenza and ARI "Health of Ukraine informs that by 50 weeks in May 2010 in the control cities morbidity of influenza and ARI are above the epidemic threshold (mm. Vinnytsya, Dnipropetrovsk, Lviv, Simferopol and Chernihiv, respectively, 21.3 %, 5,7%, 7,9%, 1,2% and 20,5%). Almost reached the epidemic threshold parameter in Kiev (118.48 cases per 10 thousand population against epidporohu 118.96).

For the past week in 10 target cities Influenza Centre registered 86 172 patients with acute respiratory infections, hospitalized 974 people (1,13% of patients), 75.3% among hospitalized are children younger than 17 years. Incidence rate of influenza and ARI is 88.48 cases per 10 thousand population of cases against 77.95 last week.

The growth rate of weekly incidence rates decreased slightly and amounted to 13,7% (the previous two weeks growth amounted to 17,3%).

Among the child population registered 54 407 cases of influenza and ARI (63.14% among all patients), growth of 7,1% (at 49 weeks - 14.8%). As for 49 weeks, often sick children 1 4rr. - 29.98% and 5 9rr. (28,1%).

At 50 weeks in 10 target cities have not registered any deaths among the patients.

According to the weekly e-newsletter WHO (EuroFlu, 49 weeks), influenza activity in the European region continues to be low, but has been gradually increasing activity of the epidemic process.

According to various countries in the European region, within 49 weeks of 2010., The proportion of influenza positive samples increased to 20% against 10% the previous week. Are revealed influenza virus A (H1N1), B and A (H3), prolonged circulation of PC viruses, characteristics which coincide with those for the period 2009/2010rr season.

This was aired by Anton Parusov, acting director of a sanitary-epidemiological supervision department of the Ministry of Health. In Rivne and Sumy regions the epidemiological threshold is exceeded already by half.

In Kyiv, according to Parusov, the threshold has been almost hit. For December 21 two fatal cases of influenza are recorded. In general, according to the Ministry of Health, there are 54,407 children with influenza and acute respiratory reported, representing 63.14% of all patients. However Parusov noted that due to the winter vacation, the morbidity among children is expected to decrease starting next week.

The situation with the incidence of influenza and acute respiratory infections in regions of Ukraine remains controlled and the last day owing to the preventive measures incidence rates decreased, the epidemic situation in the country is not deteriorated. Almost no increase in the number of administrative areas that are experiencing excess of the epidemic threshold. Decreased the number of secondary schools, which introduced restrictive measures 664 to 585 and pre-school children from 30 to 26.

The slight excess of the epidemic threshold (1-1,5 times) registered in 15 regions of Ukraine. This Vinnitsa, Volyn, Dnipropetrovsk, Zhytomyr, Ivano-Frankivsk, Kyiv, Luhansk, Lviv, Mykolaiv, Poltava, Rivne, Khmelnytsky, Cherkasy, Chernivtsi, Chernihiv region.

A significant excess of the epidemic threshold (more than 1,5) is in one region Sumy.
